I discovered why inpat lag varies between GPU and Display scaling modes in Nvidia's drivers. The reason the input lag is higher although only slightly when using GPU scaling is because GPU scaling lowers the refresh rate. On my system it changes the video output signal to a different resolution and lower refresh rate. I bet it does not affect most users since most people are using LCDs.
GPU scaling will always force top resolution. But the windows and Nvidia control panels will not reflect this in resolution settings. See images in link. As seen in the videos the GPU scaling modes sometimes have the same latency as the Display scalling modes, all comes down to how close the mouse movement was to the next screen refresh.
