Putting "no returns, all sales final" means jack when eBay sides with the buyer regardless. The best thing to prevent fraud is to take pictures of everything, including the serial if possible. Sometimes a buyer may swap out the part for a defective one and return that instead. I had sold some SO-DIMM DDR4 over a month ago on eBay and the buyer said it wouldn't work on any of his laptops. When I asked for pics he posted the sides that didn't show the serial. So I asked to take a picture of the other side, haven't heard back since.
Someone posted something about processing their own credit cards instead of using PayPal, and apparently that's a lot more effective in terms of dealing with shitty buyers.
I didn't find the right solution from the Internet.
